Scope of Work: CEQA Compliance, Transportation Analyses

Project Description: EPD prepared a Supplemental Environmental Impact Report (SEIR) to evaluate the environmental impacts associated with the proposed amendment to the Tustin Legacy Specific Plan. The amendment increased residential capacity within the plan area and supported the City of Tustin’s Housing Element Update by allocating additional residential units within the existing planning framework.

Through coordinated environmental and transportation analysis, EPD provided clear and defensible technical documentation to support CEQA compliance and informed decision-making by the City. By integrating transportation analysis with the environmental review process and proactively coordinating with City staff, EPD helped streamline the environmental review, address potential impacts early, and support the City’s efforts to advance housing capacity consistent with its Housing Element requirements.
