Planning and development occur in a highly complex environment influenced by regional and local plans and standards. EPD’s team includes experienced planners with extensive knowledge of the multiple layers of the regulatory environment to assist with formulating the appropriate policy document for the situation. 

Our experience ranges from preparing Housing Elements for agencies to meet the stringent California housing allocation requirements to preparing Specific Plans to guide and facilitate a variety of land uses on unique property conditions. We assist with agency-led General Plan Updates and property owner-initiated General Plan and Zoning Code Amendments and zone changes. 

This work cannot be done in a vacuum, however, so we closely collaborate closely with our environmental and development professionals throughout these efforts to ensure the practical implementation of these plans is considered
