EPD managed entitlements, including a Zone Change, Site Development Permit, and Use Permit, for an 88-unit senior housing development on an unused 3.7-acre portion of a 5.7-acre monastery. Lease payments from the facility would provide for the renovation and maintenance of the monastery. The proposed facility includes a mix of studio, 1-bedroom, and 2-bedroom units in an infill location in Orange County.
EPD conducted community outreach and prepared graphics and analyses to support the development, which exceeds the base height limit for this zoning district and the permitted base density for this General Plan designation. Following approval, EPD provided post-entitlement management, which includes conditions of approval compliance and construction permitting.
