Project Description: EPD Solutions provided comprehensive environmental planning, entitlement, and construction-phase support for a 418,000-square-foot warehouse development on a 20.32-acre site at the southeast corner of Harvill Avenue and Harley Knox Boulevard in Riverside County. The project serves as a distribution hub for national brands.

From project inception through construction, EPD served as the lead entitlement consultant, managing agency coordination, environmental compliance, technical studies, and permitting efforts. Our team prepared the project’s Environmental Assessment/Mitigated Negative Declaration (EA/MND), coordinated required technical analyses, and worked closely with Riverside County staff to navigate the approval process efficiently.

A key project challenge involved the need to facilitate agency approvals of a required Solar Glare Analysis with the Federal Aviation Administration (FAA), March Air Reserve Base, and Riverside County Airport Land Use Commission (ALUC). EPD facilitated communication among stakeholders to address compatibility concerns and maintain project momentum.

In addition to environmental documentation, EPD’s team prepared a Cultural Resources Monitoring Program, a Paleontological Resources Impact Mitigation Program (PRIMP), and archaeological retention documentation, and conducted pre-construction burrowing owl and nesting bird surveys to support regulatory compliance.

Following project approval, EPD continued to provide construction-phase and post-entitlement services, managing permit coordination, grading and infrastructure approvals, utility connections, agency reviews, and closeout efforts. Our team worked closely with County departments, utility providers, engineers, and contractors to help keep the project moving through construction.

Through integrated environmental planning, entitlement management, and agency coordination, EPD helped guide this industrial development from due diligence and approvals through construction implementation, providing a seamless path from planning to project delivery.
