Project Update: Pavilion Plaza West, Garden Grove

Revitalizing aging retail centers continues to play an important role in strengthening established communities.

Pavilion Plaza West transformed a blighted, long-vacant Vons Pavilion in Garden Grove into a modern shopping center anchored by the City’s first Sprouts Farmers Market. Today, the center is home to Ulta Beauty, The Habit Burger Grill, Jersey Mike’s Subs, Mattress Firm, Pacific Dental, and other neighborhood-serving businesses.

To support the redevelopment, EPD Solutions prepared the project’s CEQA documentation, including the Initial Study/Mitigated Negative Declaration (IS/MND), managed the full entitlement process, and led community outreach efforts throughout project review.

The project required Site Plan approval, a Conditional Use Permit for the drive-thru restaurant, a Variance, and a Tentative Parcel Map to create a new restaurant pad. Through a coordinated approach to environmental planning, entitlements, and community engagement, the project successfully received approval from the Garden Grove Planning Commission.

Redeveloping existing commercial properties is often more complex than building on vacant land, but the results can have a lasting impact. Pavilion Plaza West transformed a long-vacant site into a thriving neighborhood destination that now serves residents, supports local businesses, and contributes to the continued revitalization of Garden Grove.
