Redlands RHNA Redzone

The City of Redlands in San Bernardino County, CA entrusted EPD Solutions to lead the environmental review and technical study preparation for a multifaceted Regional Housing Needs Assessment (RHNA) rezone effort involving 24 sites across approximately 116 acres. The project included General Plan Amendments, Specific Plan Amendments, and zone changes to accommodate up to 2,436 housing units through 2035.

EPD’s ability to guide a project of this scale—navigating overlapping specific plans, institutional land uses, and multiple regulatory layers—demonstrates the City’s confidence in our expertise.
