The Holly Triangle Townhomes project is one of the several key residential developments in the heart of Huntington Beach, CA.
The project site, located at 19070 Holly Lane, presented considerable constraints — a small 2.11-acre triangular lot at a busy intersection, 4 abandoned oil wells and a crude oil pipeline and easement cutting through the center—complexities that required careful CEQA analysis and documentation.
The project required a Land Use Plan Amendment and a zone change from Commercial (C) to Medium Density Residential (RM) to facilitate its transition from an underutilized commercial space to a thriving residential community.
EPD Solutions provided CEQA compliance and peer review services to the City of Huntington Beach to help guide the project through a successful entitlement process. Our team prepared an Addendum to the City’s previously certified Holly-Seacliff Specific Plan EIR 89-1, ensuring that all potential environmental impacts were properly addressed and mitigated.

The development replaced a one-story commercial building and a car storage lot with 35 eco-friendly, solar-powered townhomes–contributing much-needed housing to the City of Huntington Beach’s inventory. This work reflects EPD’s commitment to producing streamlined, robust, and legally defensible environmental documentation while facilitating smart growth.
