12 Oaks Winery & Resort

EPD managed the entitlements for a 251-key winery and resort with retail shops and restaurants (Conditional Use Permit) and a 96-unit residential community (Tentative Tract Map). The residential component includes 21 estate lots of 10-acreminimum size and 75 clustered lots ranging from 1 to 5 acres each. Also included in the project is a 470-acre Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP) conservation lot. The total project size is 1,100 acres.

EPD conducted community and political outreach as part of the project, which contributed to the lack of opposition at the Planning Commission and Board of Supervisors hearings. EPD also prepared a Mitigated Negative Declaration for the project and peer-reviewed the traffic study.  EPD also supported the ownership on post entitlement permitting, plan revisions, and permit extensions.
