Tustin Legacy Specific Plan Amendment: Supporting Growth and Housing in Tustin
Project Overview
EPD Solutions continues to strengthen its trusted partnerships with cities and counties, providing expert guidance on complex environmental regulations and strategic development initiatives. The Tustin Legacy Specific Plan Amendment (SPA-2024-0002) is a prime example of EPD’s ability to navigate CEQA compliance and policy planning while supporting a city’s long-term vision.
EPD Services
EPD Solutions prepared a Supplemental Environmental Impact Report (SEIR) evaluating the addition of 855 residential units and 1,356 “buffer units” allocated to the Tustin Legacy Specific Plan area under the City’s certified 2021-2029 Housing Element Update.
To ensure a comprehensive environmental review, EPD also managed the preparation of technical studies, including:
· Air Quality, Energy, and Greenhouse Gas Impact Report
· Biological Records Research
· Archaeological Records Search
· Noise and Vibration Report
Additionally, EPD conducted a detailed Traffic Impact Analysis to assess the project’s potential future impacts on local traffic patterns and infrastructure.
