Project Description: EPD Solutions provided environmental planning, CEQA compliance, and technical analysis services for multiple capital improvement projects at Irvine Valley College (IVC) on behalf of the South Orange County Community College District (SOCCCD).

For the Irvine Valley College Student Services Center and Student Union Project, EPD conducted pre-construction nesting bird clearance surveys for a new 54,000-square-foot, two-story student services building located within the existing Irvine Valley College campus in the City of Irvine.

EPD’s biological specialists surveyed the project footprint and a 500-foot buffer area containing suitable habitat to ensure compliance with the Migratory Bird Treaty Act (MBTA) and California Fish and Game Code prior to construction activities.

EPD also prepared an Addendum to the 2011 Facilities Master Plan Final Environmental Impact Report (EIR) and provided air quality analysis services for the Irvine Valley College Student Housing Project, a proposed student housing development on a 3.4-acre site identified in the College’s Facilities Master Plan.

The technical analysis evaluated potential air quality and greenhouse gas (GHG) emissions associated with the proposed student housing development and determined that the project would not result in any new significant impacts beyond those previously analyzed in the certified EIR.

Using CalEEMod modeling, EPD’s technical specialists demonstrated that the proposed project would generate fewer potential air quality impacts than those identified in the original environmental review.

Through its on-call environmental compliance, biological resources assessment, technical analysis, and agency coordination services, EPD has supported SOCCCD in implementing its Master Plan and advancing key campus improvement projects that enhance student services, enrich campus life, and expand housing opportunities. Throughout project planning and implementation, EPD has helped ensure compliance with applicable local, State, and federal environmental regulations while facilitating the timely delivery of District priorities on expedited timelines.
