Scope of Work: Transportation Analyses

Project Description: The project replaces an existing office building with a new retail center consisting of three buildings and two driveways — one existing driveway on Central Avenue, and one on Artesia Boulevard shared with the adjacent Coco’s restaurant.
Building 1: 3,867 SF occupied by an In-N-Out Burger restaurant with drive-thru
Building 2: 9,659 SF occupied by a Dunkin Donuts with drive-thru, sit-down restaurant, and retail
Building 3: 6,718 SF retail
Transportation Highlights: EPD managed the following:
• Drive-Thru Queuing Analysis
• Eight intersections were analyzed across six scenarios
• Trip Generation Analysis with In-N-Out Burger’s trip rate derived from field surveys at three locations rather than standard ITE rates, given the chain’s unusually high demand
The finding that the Artesia Retail Center would generate zero significant transportation impacts represents a meaningful win for the project on multiple levels. The project delivers commercial value while leaving the transportation system no worse off — a strong outcome for all stakeholders involved.
