Located at the interchange of the I-15 and I-215, just south of the Cajon Pass, Glen Helen Area I is part of a combined 55-acre, 893-stall truck trailer parking program EPD helped bring to life alongside sister site Glen Helen Area II. Planning began in mid-2020, when a surge in container imports during COVID created an urgent need for staging capacity near Southern California’s distribution networks. What started as an emergency trailer parking solution has since grown into a long-term, permanently entitled logistics asset — relieving roadway congestion by giving containers a structured place to stage close to the region’s freeway network.
Getting there took a deliberate, phased development strategy built on years of due diligence, stakeholder coordination, and entitlement alignment — moving the project from a Temporary Use Permit that delivered immediate relief, through a Specific Plan Amendment that aligned the use with long-term land planning, to a permanent Use Permit that secured the facility’s future.

EPD guided the site from an emergency Temporary Use Permit through a Specific Plan Amendment and ultimately to a permanent Minor Use Permit, turning a short-term response to a supply chain crisis into a durable, long-term entitled facility. Along the way, EPD secured a Class 1 Categorical Exemption for the existing facility, representing the project through County review and a public hearing to reach approval. With no readily available off-site municipal water, sewer, or storm drain infrastructure connections available, EPD helped develop creative solutions to meet County and State requirements. This included on-site well water and septic systems, as well as off-site agreements to address stormwater (WQMP) and hydrology compliance. requirements.
