Project Description:
1300 Dove Street is a 6.5-acre site in Newport Beach’s Airport Area, bounded by Dove Street, Newport Place, and MacArthur Boulevard. The site was previously developed with roughly 254,000 square feet of office and commercial space across two multi-level office buildings, a commercial building, and a multi-level parking structure.
The project redevelops the site into 132 new homes — 80 townhomes and 52 duplex units — plus associated parking, landscaping, open space, and utility improvements.
EPD led the CEQA strategy from project kickoff through public hearings, helping the team navigate a complex approval process with a clear, efficient path forward. Rather than pursuing a standalone EIR, EPD identified an opportunity to streamline environmental review through a CEQA Addendum to the certified Newport Beach General Plan Housing Implementation Program EIR, leveraging the project’s consistency with the program-level analysis for the Airport Area Focus Area.
EPD’s integrated technical team prepared the air quality, energy, greenhouse gas emissions, noise, and traffic analyses in-house, and peer-reviewed the project’s geotechnical, hydrology, and Phase I environmental, and transportation studies for CEQA adequacy and consistency. This coordinated approach helped assure that individual technical studies supported a cohesive and defensible environmental document rather than operating as disconnected work products.
1300 Dove Street demonstrates the value of EPD’s integrated approach: combining CEQA expertise, technical analysis, and agency coordination under one team. By identifying the right environmental pathway early and managing the details throughout the process, EPD helped accelerate City review and advance a housing project that supports Newport Beach’s broader housing goals.
