Xiaofan Li, AICP, is Senior Director of Community Planning at EPD Solutions with 20+ years of experience in land use planning, entitlements, and project management across the public and private sectors. Her expertise includes specific plans, land use plans, community and area plans, design guidelines, entitlement strategy, site planning, and the preparation and management of complex regulatory and entitlement documents. 

Her work spans a broad range of project types and scales, including infill development, mixed-use communities, transit-oriented development, industrial projects, and large-scale master-planned communities. She has managed planning efforts from early land use strategy and entitlement planning through agency review and approval, coordinating multidisciplinary teams and navigating complex local planning requirements. 

She is known for organizing complex planning efforts, coordinating technical and design disciplines, and working effectively with clients, agency staff, local governments, and project teams. Her background in both public- and private-sector planning provides perspective on the regulatory, development, and community considerations that shape land use decisions. 

She also has extensive experience leading project teams, managing the preparation of planning documents, and guiding complex assignments that require coordination among planners, civil engineers, architects, landscape architects, and other technical disciplines. 

Xiaofan is a member of the American Institute of Certified Planners (AICP). She holds a Master’s Degree in Planning and Policy from the University of Southern California and a Bachelor’s Degree in Civil Engineering from Yanshan University.
