SHAWN GATCHEL-HERNANDEZ

Director of Biological Services

Shawn leads the EPD biological services team, providing biological expertise, regulatory permitting, and environmental compliance strategies for public and private development projects throughout California.

With more than 20 years of experience, Shawn has successfully guided a wide range of residential, commercial, industrial, infrastructure, energy, mining, educational, and conservation projects through environmental review and regulatory approval processes. She has extensive experience working with federal, state, and local resource agencies, including the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, Regional Water Quality Control Boards, and local conservation authorities.

Shawn’s deep understanding of species and habitat protections, wetland regulations, and conservation planning allows her to identify solutions that balance development with biological and environmental protections, reduce permitting delays, and support successful project outcomes.

Known for her collaborative approach, Shawn works closely with clients, agencies, and project teams to build consensus, resolve regulatory challenges, and keep projects moving through the entitlement and construction process. Her ability to combine technical expertise with strategic problem-solving has made her a trusted advisor on some of Southern California’s most complex biological and environmental compliance projects.

Shawn is a certified Wetland Delineator, a California Rapid Assessment Method (CRAM) practitioner, holds a Bachelor of Arts degree from the University of California, Riverside, and is currently pursuing a Master of Environmental Law degree at the University of California, Los Angeles School of Law.
