EPD welcomes Chad Karns as EPD’s new Transportation Manager!

Chad has 25 years of experience in all aspects of transportation engineering, specializing in traffic engineering and transportation planning, with expertise involving the preparation of over 185 traffic impact studies, corridor studies, and transportation planning analyses for numerous residential and commercial developments, as well as local and state roadway and highway systems in multiple states (8) for both private and public sectors.

Chad has dedicated most of his career to evaluating traffic operations ranging from individual intersection analysis to freeway corridor alternatives analyses and city-wide evaluations. He has led and completed all traffic impact analysis-related projects for the Inland Northwest, including Spokane, Coeur d’Alene, and Boise for both private and public agencies. Previously Chad worked in the Las Vegas area, completing numerous traffic impact analysis for approximately twelve clients mostly in the private sector. He has built and maintained several traffic models for the cities of Sandpoint, Rathdrum, Silver Valley, Spokane Valley, and Post Falls. Chad prides himself on collaboration and teamwork and enjoys working on projects from inception through construction.

Additional experience over the last several years includes roadway design, signing/striping plans, and the design of several traffic signals from preliminary and final design submittals through the PS&E deliverable process for projects most recently ranging from 20 million to 1 billion dollars in Idaho. Chad also spent time in the field inspecting and confirming design standards for the construction of several roadway and bridge projects in Idaho.In his free time, he enjoys playing music, playing guitar (37 years), attending concerts, fishing, and traveling with his wife and two daughters. He is a lifelong St. Louis Cardinals and Los Angeles Chargers fan!
