Project Description: This large-scale industrial development, designed to support modern logistics and goods movement, included two state-of-the-art 1,500,856 SF buildings, as well as an 11-acre stormwater detention basin on a third parcel. EPD delivered comprehensive environmental and entitlement leadership to successfully advance the project. The EPD team managed the full CEQA process, including preparation of a comprehensive Environmental Impact Report (EIR), ensuring that complex environmental considerations were thoroughly analyzed and documented to support defensible project approvals. EPD coordinated numerous technical studies—including biological, cultural, air quality, noise, water supply, and environmental site assessments—and worked closely with the City of Palmdale and project consultants to ensure regulatory compliance and project approvals. The team also managed significant onsite improvements and approximately 19.65 acres of offsite roadway and utility infrastructure upgrades to support the development.

Our Services:

EPD played a central role in guiding the project through its environmental and permitting phases. Our services included entitlement management—securing a tentative parcel map to subdivide 160 acres into three parcels, a Conditional Use Permit (CUP) for building height, Site Plan Review, and Minor Site Plan Review for screening wall height—and preparation of a full Environmental Impact Report (EIR) in compliance with CEQA, with complete coordination with the City of Palmdale as lead agency.

Transportation Highlights:

• Traffic Impact Analysis (TIA) addressing both Level of Service (LOS) and Vehicle Miles Traveled (VMT) metrics

• Trip generation for Land Use 154 – High-Cube Transload and Short-Term Storage Warehouse Land Use 140 – Manufacturing

• Volumes were analyzed under existing, opening year, and cumulative conditions to assess LOS and VMT performance in compliance with both CEQA Guidelines Section 15064.3 and City of Palmdale thresholds

EPD also managed a suite of technical analyses and studies, including Noise & Vibration Analysis; Cultural Resources and Paleontological Assessments; Biological Resources Assessment; Water Supply Assessment; Air Quality, Health Risk, Greenhouse Gas Emissions & Energy Impact Report; Hydrology & Sewer Area Studies; Agricultural Land Evaluation & Site Assessment; and a Phase I Environmental Site Assessment.

To support the development, the project included approximately 17.65 acres of offsite improvements for necessary roadway infrastructure and 2.0 acres for offsite utility improvements. Additional onsite improvements included landscaping, sidewalks, utility connections, implementation of stormwater facilities, paved parking and driveways.

EPD’s value to the project extended beyond compliance. Our comprehensive approach mitigated risk by delivering a defensible EIR and addressing all potential impacts and legal challenges. 

By facilitating offsite road and utility improvements, the project delivered public benefits that enhance community infrastructure. Ultimately, the Palmdale Logistics Center supports significant regional economic growth, creating jobs, generating tax revenue, and meeting the growing demand for logistics and distribution capacity in the Antelope Valley.
