Project Description: EPD Solutions was retained by the City of Menifee to guide the Murrieta Road Warehouse Project through California’s rigorous CEQA environmental review process — clearing the path for a 517,720-square-foot industrial building on a 28.27-acre site located within the City’s Economic Development Corridor – Northern Gateway. Surrounded by existing homes, vacant and undeveloped land, and utility corridors, the project needed a consultant who could navigate technical complexity and community sensitivity without losing momentum.
EPD stepped in as the City’s lead environmental consultant, assembling a trusted team of specialists to deliver a complete, legally sound Environmental Impact Report while keeping the project on track through public review, hearings, and approval.
Our Services: From initial scoping through final certification, EPD managed the full CEQA process on the City’s behalf — coordinating technical studies, leading public meetings, and preparing every required environmental document along the way. We served as a true extension of City staff, keeping the project moving through public comment, revisions, and hearings.
The project reached City Council in 2026 for a successful hearing. What started as a multi-year environmental review closed out with a certified EIR and full entitlement approval — a result that reflects EPD’s ability to manage complex, high-visibility industrial projects from first submittal to final sign-off.
