The newly signed state budget brought targeted meaningful CEQA reforms.

For those of us working in housing, advanced manufacturing, and infrastructure projects in California, this is a significant development.

Here’s what you need to know:

AB 130 broadens the potential for CEQA exemptions on infill housing projects by expanding the eligibility for larger sites, up to 20 acres. While projects must still meet local zoning standards and avoid sensitive environmental areas, these changes could open new pathways to streamline approvals for urban housing, including market-rate and mixed-income developments.

SB 131 delivers a new CEQA exemption for essential community infrastructure like child care centers, food banks, health centers, public parks or trails, water infrastructure, and even advanced manufacturing in industrial zones. It also limits the scope of CEQA review when a project nearly qualifies for exemption.

At EPD Solutions, we’re already analyzing how these changes can be leveraged to help agencies and development clients move projects forward in this new policy realm.

These updates create new opportunities that EPD can help you navigate.

If you’re wondering how to implement these new laws or whether your infill, industrial, or community-serving project could benefit from these reforms, let’s talk.
