Project Description: EPD Solutions was retained to provide transportation engineering support for the Rosamond 116 Residential Project, a proposed 116-unit multi-family attached rental community at the northeast corner of Rosamond Boulevard and United Street in unincorporated Rosamond, Kern County. Planned as 58 duplex buildings, the project also includes a recreation/leasing building, swimming pool, spa, a family park, and two pickleball and dog park amenities — an amenity-rich rental community for a fast-growing high-desert market.
EPD’s transportation team stepped in early, beginning with a Trip Generation Analysis to inform project planning, then advancing through a full Traffic Impact Analysis (TIA) scoped and approved by Kern County. The study evaluated seven intersections and three roadway segments under existing and 2026 opening-year conditions, both with and without the project, using ITE and Highway Capacity Manual methodologies.
Our Services: EPD directed the traffic-counting program, trip generation and distribution analysis, and level-of-service calculations for every study intersection and roadway segment. Our team identified a single deficient intersection — B Street/Rosamond Boulevard — and recommended a targeted, cost-effective improvement (a right-turn-only restriction) that both brought the intersection into compliance with Kern County’s LOS D standard and addressed a documented pattern of collisions at the location, delivering a safety benefit alongside the required mitigation.
By pairing technical analysis with a practical, buildable solution, EPD kept the project’s entitlement path clear while giving the client and Kern County confidence that the added traffic from 116 new homes would be fully mitigated at build-out.
