Project Description:

EPD played a leading role in the entitlement, environmental, and technical analyses, preparing comprehensive traffic and evacuation studies that were central to the City’s approval of the updated Specific Plan. EPD managed revisions to the Specific Plan, coordinated community outreach, reviewed the Environmental Impact Report (EIR) and oversaw the application re-submittal and City review process.

EPD coordinated with key agencies and departments—including the local school district, fire department, and other stakeholders—to resolve final comments on the Specific Plan and tract maps. Additional coordination included cultural resources discussions with tribal representatives and preparation of the plan of service for the RCSD annexation.

Transportation Highlights:

• Evaluated 36 intersections and 24 roadway segments under multiple growth scenarios

• Conducted Vehicle Miles Traveled (VMT) and Level of Service (LOS) analyses

• Developed fair-share cost allocations for regional intersection improvements

• Prepared a Wildfire Evacuation Analysis addressing wildfire and emergency evacuation scenarios

• Coordinated technical responses to peer review and agency comments to ensure CEQA defensibility

• Conducted extensive traffic modeling using the RIVCOM model to evaluate potential trip diversions

More Project Highlights

The Challenge to Preserve the Palmer Oak
One of the primary challenges of the Rio Vista Specific Plan project was ensuring the preservation of the Palmer Oak, a historical and ecological landmark. Located on a sensitive cultural site, the Palmer Oak required special attention during the planning and construction phases to avoid any damage or disruption.
The significant buffer zone established around the oak was critical in maintaining the ecological and cultural integrity of the area. The Kizh Nation, recognized for their deep connection to the land, was brought in to establish the conservation area and oversee the conservation efforts, ensuring that the Palmer Oak was not only protected but also respected throughout the construction and development process and maintained and preserved in perpetuity by the Kizh Nation.
Diverse Housing Options
The Rio Vista Specific Plan offers a range of housing types to meet the needs of families, professionals, and retirees, with homes of various types from multistory attached units to attached and detached single-family homes, which will ensure the homes will be available at various income levels. By fostering a diversity of home types, the plan reflects a forward-thinking approach to growth in the region.
Job Creation and Economic Growth

New business parks and light industrial spaces included in the plan will generate thousands of jobs, supporting both entrepreneurs of small businesses and larger enterprises. This economic boost will help create a self-sustaining community, where residents can work and thrive close to home.

Enhanced Amenities and Recreation
With over 510 acres of protected land, the community will enjoy expansive parks, trails, and open spaces. These areas will encourage outdoor activities, fostering a healthy lifestyle and strengthening the sense of community. Additionally, a large community park of over 14 acres with ball fields, picnic and playground facilities will be built next to the new K-8 school proposed for the project in concert with the Jurupa Unified School District.
Access to Educational Excellence
The current number of schools is insufficient. The new state-of-the-art K-8 schools will serve local families, providing high-quality education in a safe and accessible environment.
Protection of Sensitive Habitats

A key feature of the Rio Vista Specific Plan is its commitment to environmental preservation. Over 510 acres of natural spaces will be conserved, including sensitive habitats and tribal resources around Rattlesnake Hill.

Modern Infrastructure for Safety and Accessibility

The plan prioritizes modern infrastructure improvements, including enhanced fire safety measures and better emergency access points. Additionally, transportation improvements such as the extension of 20th Street will improve east-west traffic flow, easing congestion and making neighborhoods more accessible.

The Rio Vista Specific Plan minimizes grading and construction impacts, reducing environmental disruption and preserving the natural contours of the land.
