Housing Policy and Laws: Are You Ready for 2026

Recent years have added:
• Stronger state-level housing mandates
• Local implementation rules
• CEQA, zoning, density bonus, and affordability streamlining and overlays

Laws that are meant to streamline housing development often introduce new compliance paths and increased complexity. Across California, the connection between policy intent and on-the-ground feasibility continues to be a challenge. Well-meaning legislation continues to push for increased housing production, affordability, and speed to market, yet compliance layers, and shifting and competing political priorities often slow progress rather than accelerate it.

Entitlement strategy matters more than ever. It means understanding not just what the law says, but how jurisdictions are interpreting and applying it. It also means that early coordination, realistic timelines, and proactive risk assessment are essential.

As we head into 2026, the most successful projects won’t simply be the ones that meet policy requirements on paper. They’ll be led by teams that understand the regulatory landscape and initiatives, anticipate friction points, and engage early and often with decision-makers.
