The Pines: Another Milestone in Housing Solutions

The availability of affordable homes is a national challenge that is particularly acute in Southern California, which is causing lower living standards, financial stress, and increased homelessness.

Resolving this challenge necessitates multifaceted and creative solutions.

One example of a creative approach to help address the City of Fullerton‘s pressing housing demand, EPD’s client, Shopoff Realty Investments, made a pivotal move and purchased a failing 10-acre Sunrise Village neighborhood shopping center on the corner of Euclid and Rosecrans with plans to revitalize it by right-sizing the commercial space to match community demand and adding housing to the site.

To actualize this project, our team at EPD initially conducted a comprehensive due diligence analysis of the CEQA and entitlement process, site constraints and budget before the client’s property acquisition. Following that, EPD was engaged to oversee entitlement of the project. This included collaboration with the outreach consultant, Curt Pringle & Associates, for community meetings, presentations to the Fullerton Joint Unified School District, and engagement with the North Orange County Chamber of Commerce. EPD successfully prepared and managed the Traffic Impact Analysis for the project and worked closely with the City Traffic Engineer and the City’s CEQA consultant to satisfy the regulatory components of the project.

After approval of the project, Shopoff Realty Investments sold the project to Lennar which will build a community of 49 single-family homes and 64 townhomes.

EPD assisted in various project coordination efforts for purposes of sale to a public home builder (Lennar).
