Project Description:
As the City’s selected CEQA consultant, EPD Solutions coordinated preparation of the Environmental Impact Report (EIR) on the City’s behalf — guiding multiple rounds of review, facilitating tribal consultation, and coordinating peer review across a range of technical studies.  

Our Services: 
Our team worked closely with City staff and the project team to deliver a complex EIR on an accelerated schedule, resulting in transparent communication, meaningful public engagement, and a defensible CEQA document. 

Thanks to this collaborative and proactive approach, the project earned unanimous approvals from the Planning Commission and City Council, helping move it forward with full confidence. 

Project Highlights: 
• Redevelopment of 15.08 acres at the Newport Beach Golf Course 
• Five acres of surf lagoons surrounded by viewing decks, pools, and amenities 
• Three-story clubhouse with a surf academy, yoga & fitness center, restaurant, retail, and café 
• Two-story athlete accommodation building with 20 surf-facing units 
• Continued operation of the golf course that is open to the public
