Collaborative Approach: The Ling Yen Mountain Temple project reflects thoughtful coordination between public agencies and environmental experts to support a culturally meaningful and community-oriented development while upholding CEQA standards. EPD Solutions partnered closely with the City of Rancho Cucamonga and a team of technical consultants to guide the project through environmental review. Our collaborative efforts focused on streamlining the CEQA process, maintaining technical accuracy, and creating a clear path for community engagement. This unified approach helped ensure the project advanced with both regulatory confidence and community alignment.
Project Description:
Located in Rancho Cucamonga, San Bernardino County, the Ling Yen Mountain Temple is a proposed 93,003-square-foot temple complex situated on a 35.1-acre site.
The development includes:
- Three buildings for worship and assembly
- Two buildings for ancillary administrative and support functions
- Three buildings dedicated to group residential uses
This unique institutional project aims to provide a tranquil, functional environment for spiritual practice and community living, with thoughtful integration into the surrounding landscape.
EPD Services:
EPD Solutions led the preparation of a 15183 Consistency Analysis to demonstrate consistency with the General Plan EIR and coordinated a range of services essential to project success. In addition to the 15183 Consistency Analysis, EPD prepared a supplementary consistency analysis with the Etiwanda Heights Neighborhood Conservation Plan EIR, pursuant to Section 15182 of the CEQA Guidelines. EPD also conducted the Traffic Analysis Peer Review to ensure accurate and defensible transportation impact assessments.
