Project Description Summary
EPD Solutions obtained entitlements and managed post-entitlement permitting for a speculative 99,853-square-foot concrete tilt-up industrial building located on a 4.6-acre site on Legacy Lane in Palmdale.
The project required a Site Plan Review permit and was located within a Specific Plan area, allowing the City to rely on a prior EIR for CEQA coverage. EPD streamlined coordination with City staff, LA County Fire, and LA County Waterworks, ensuring efficient communication and approvals throughout the entitlement and permitting process.

EPD served as the client’s key liaison and led the management of all design consultants, including the civil engineer and architect, to ensure the project met agency requirements and timelines. Post-entitlement, EPD continued to support the project through construction by assisting with condition clearance, securing final approvals, and obtaining bond releases tied to construction milestones.
