EPD managed the entitlements, including a General Plan Amendment, Zone Change, and Development Code Amendment, for a 60-unit attached residential development on 2.86 acres. The project site was long in a failing shopping center that is now transitioning into a mixed use site. The site was previously identified by the City in its General Plan Housing Element as an available site for affordable housing, and was analyzed by the City in a Mitigated Negative Declaration for development of up to 82 units. EPD prepared an Addendum to this prior MND to analyze the revised project and completed the traffic study. EPD also assisted with community outreach to the neighboring age qualified community.
