Project Description:
The project transformed an aging 123,000 SF industrial/manufacturing facility into a modern Class A industrial campus with direct I-5 freeway frontage. The redevelopment replaced the former building with three new buildings totaling approximately 136,310 SF (101k SF, 20k SF, and 14k SF), delivering 34 dock-high doors and flexible design options — including the potential for two warehouses and an auto dealership showroom.

Class 2 CEQA Exemption
EPD prepared a Class 2 Categorical CEQA Exemption for the Swallows Creek Project. The exemption confirmed that replacing the existing facility with new buildings of similar size and purpose would not result in significant environmental impacts, allowing the project to move forward efficiently.
Traffic Impact Analysis
EPD conducted a comprehensive Traffic Impact Analysis (TIA), including:
• Trip generation analysis for both design options
• Operational review of six intersections
• Gap and sight distance studies for safe project access
We conducted extensive community outreach and worked collaboratively to refine site circulation, balancing community feedback with public safety needs and peak-hour traffic considerations.

Our proactive engagement with stakeholders resulted in a project design that balanced operational efficiency with neighborhood concerns, setting the stage for a successful redevelopment of this high-visibility corridor site.
