Turning 23.5 acres of raw land into a future neighborhood takes more than plans on paper — it takes navigating regulations, coordinating experts, and removing roadblocks before the first shovel ever hits the ground.
 
For our project located in San Jacinto, we helped secure entitlements for the Esplanade Collection, a 249 detached home master-planned community with parks, trails, pickleball courts, playgrounds, and the infrastructure to tie it all together.
 
EPD assisted in clearing CEQA hurdles with a 15183 Exemption, detailed traffic analyses (VMT + LOS), and streamlined and managed multiple technical studies into one cohesive entitlement package. We developed a detailed Planned Unit Development (PUD) document that aligned with zoning requirements, incorporated land-use flexibility, and supported project visioning—laying the groundwork for successful entitlements and investor confidence.
 
This was the City’s first 15183 document, and by collaborating closely with City staff, we obtained project approvals for our client in less than 1 year.
